CASPER, Wyo. — The City of Cheyenne has announced that one of their municipal judges will be retiring at the end of 2019.
Judge Mark Moran has announced his retirement as the City of Cheyenne Senior Municipal Judge effective December 31st, according to a written statement from the City of Cheyenne.
“Judge Moran is not only a fine judge, but one of the kindest and most thoughtful people I have come to know,” said Cheyenne Mayor Marian Orr. “He has been a true public servant, making himself available at any time of the day or night, weekend or holiday, and considered it his honor. I thank him for his service and wish him good health and happiness in his retirement.”
With the City of Cheyenne, Moran served residents of the Capital City for over 20 years.
He was appointed to his current position in 2015 by former Mayor Rick Kaysen; officially taking the oath of office September 1st of that year. Prior to his appointment, Moran served as the City’s Junior Municipal Judge and as Assistant City Attorney. From 1991-1999, Moran was a Senior Assistant Attorney General for the State of Wyoming.
Since 2002, Moran has also been the Municipal Court Judge for the town of Pine Bluffs.
Judge Moran has served under five mayors: Gary Schaeffer, Leo Pando, Jack Spiker, Rick Kaysen, and Marian Orr.
During his professional career, Moran served as President of the Wyoming Conference of Municipal Court Judges and was the 1997 recipient of the Hugo Award for outstanding service to Wyoming citizens.
A graduate of Metropolitan State College of Denver in 1982, Moran earned a degree in Aviation Management and later graduated with a law degree from the University of Denver College of Law in 1987.
“Despite his retirement announcement, Moran points to the forthcoming completion of the Municipal Courthouse as the beginning of a new era for Cheyenne’s municipal court system and a significant step forward in downtown redevelopment,” the City of Cheyenne’s statement continued.
The Carey Avenue and West 17th Street Municipal Courthouse is scheduled for completion in the fall of 2020.
The position of Senior Municipal Judge is a mayoral appointment, which is in turn approved by City Council.
