Burns woman dies in Douglas pickup truck crash

CHEYENNE, Wyo. — A Burns woman has died following an Aug. 14 pickup truck crash in Douglas.

Brooke Howard, 25, was identified by the Wyoming Highway Patrol as the deceased. Burns is a town in Laramie County located 24 miles east of Cheyenne.

The fatal crash occurred around milepost 131 on Interstate 25 northbound, south of Douglas in Converse County. At 3:39 p.m., Wyoming Highway Patrol troopers were notified of a two-vehicle crash with road blockage, according to a WHP press release.

Howard, the driver of a 2014 Chevrolet Silverado 1500 with a livestock trailer, was disabled and parked in the right emergency lane at that time.

A 2018 Dodge 3500 pickup with a livestock trailer was northbound on I-25 when it struck the Chevrolet pickup truck, the release states.

Brooke succumbed to her injuries from the crash on scene.

Howard, who participated in Laramie County’s 4-H program, was headed to the Wyoming State Fair. The fair takes place in Douglas from Aug. 15 to Aug. 19.

“We are deeply saddened to learn of the tragic accident that occurred yesterday involving some of our local Laramie County 4-H members on their way to State Fair,” states a post by the Laramie County Fair.

The driver of the 2018 Dodge 3500 pickup has been identified as 37-year-old Cheyenne resident Kelsey Baumgartner. Driver inattention and fatigue/asleep are being investigated as potential contributing factors.

This is the 89th fatality on Wyoming’s roadways in 2023, according to the WHP.
