City releases proposed FY 2025 budget; council hearings, work sessions scheduled for May, June

CHEYENNE, Wyo. — The City of Cheyenne released its proposed Fiscal Year 2025 budget on Wednesday, and the City Council will hold several budget-related meetings over the next month.

The $147.6 million budget covers all financial aspects of the city, including the general fund, permanent fund, fiduciary fund, special revenue funds, proprietary funds and capital projects funds. The budget is structurally balanced and reflects a projected increase of $5.4 million in revenues compared to the current fiscal year.

“Our city departments shared their needs and challenges, and Treasurer Robin Lockman and her team have skillfully managed the process to present the budget before you today,” Mayor Patrick Collins said in his budget message. “I am thankful for their professionalism and dedication to the residents of Cheyenne.”

The proposed budget now goes to the Cheyenne City Council, where it will be discussed at work sessions, Committee of the Whole meetings and council meetings. A public hearing about the budget will be held at the June 10 council meeting.

Work Sessions

Municipal Building Room 104 and Zoom

  • May 8 (Wednesday), noon – Budget Overview
  • May 9 (Thursday), noon – Police and Fire Departments
  • May 10 (Friday), noon – Community Recreation and Events
  • May 13 (Monday), noon – Mayor, Municipal Court, City Clerk, City Treasurer, Youth Alternatives
  • May 14 (Tuesday), noon – Public Works
  • May 15 (Wednesday), noon – Engineering, Planning & Development, Downtown Development Authority
  • May 16 (Thursday), noon – City Attorney, Human Resources, IT, Compliance

Committee of the Whole

City Council Chambers and Zoom

  • May 22 (Wednesday), 6 p.m. – Budget Discussion
  • June 3 (Monday), 6 p.m. – Budget Discussion

City Council

  • May 13 (Monday) – Budget introduced to council on first reading and referred to Committee of the Whole (no budget discussion will occur at this meeting)
  • May 28 (Tuesday) – Second reading of budget
  • June 10 (Monday) – Third reading of budget and public hearing

The work sessions will take place over Zoom and in person in room 104 of the Cheyenne Municipal Building, 2101 O Neil Ave. The Committee of the Whole and City Council sessions will both take place inside the City Council Chambers inside the Municipal Building and over Zoom.

Once approved by the city governing body, the budget will be effective July 1.
