CHEYENNE, Wyo. — The Cheyenne City Council will meet today at noon, diverging from its regular schedule. The meeting will take place at the Municipal Building, 2101 O’Neil Ave., with remote viewing options available at www.cheyennecity.org/minutesandagendas.
The agenda includes the third reading of an ordinance to create paid on-street parking districts. The council will also discuss amending the procedures for administrative review of parking citations.
Several resolutions are up for discussion, including certifying compliance with Wyoming Statute §15-1-402 for the annexation of the North Range Business Park, located northwest of the Interstate 80 and Roundtop Road interchange. Another resolution will consider including property in the Downtown Development District.
A resolution supporting the Clean Crow Creek Initiative — sponsored by councilmembers Michelle Aldrich, Mark Rinne, Scott Roybal and Jeff White — will be referred to the Public Services Committee. Additionally, the council will review a resolution to amend the 2023 Program Year Annual Action Plan, prepared by the Cheyenne Housing & Community Development Office, and refer it to the Finance Committee.
Another key item is the submission of an application to the Wyoming State Loan and Investment Board for a $4 million loan from the Wyoming Drinking Water State Revolving Fund for the Hypochlorite Generation Project.
Contracts and agreements on the docket include a Minimum Revenue Guaranteed Payment Agreement with the Cheyenne Regional Air Service Focus Team — or CRAFT — for fiscal year 2025, not to exceed $400,000.
The council will also consider bids for various city projects, including the 2024 Miscellaneous Concrete Project and the 2024 Epoxy Striping Project, both funded by the Optional 1% Sales Tax Fund.
Public hearings are scheduled for Aug. 12 to discuss transfers of liquor licenses and compliance with annexation conditions for several land areas in Cheyenne.
