CHEYENNE, Wyo. — A Cheyenne Catholic school is now included in the city’s Downtown Development District.
On Monday night, the Cheyenne City Council amended its Municipal Code to expand its Downtown Development District to include five separately recognized properties. Under the approved ordinance, the following properties are now included in the DDA district:
- The Mead Triangle
- St. Mary’s School parking area, located northwest of 23rd and Bent Avenue
- St. Mary’s School, 2200 O’Neil Ave.
- 822 W. 23rd St.
- 718 W. 22nd St.
Every councilmember except Michelle Aldrich voted in favor of expanding the district. Aldrich opposed the ordinance because members of the Downtown Development Authority have said they’re concerned about how the expansion will affect grant distributions, she explained.
“[I recognize] that several of these entities are already considered tax-exempt entities, and really the only benefit to them or us as a community of having them part of this DDA expansion is for them to be able to access grant funding,” Aldrich said.
The city’s governing body also passed a resolution to grant sanitary sewer service for land located south of Robert Avenue and west of South Greeley Highway.
City Council approved the following contracts and agreements as well:
- A contract between Cheyenne Police Department and Tyler Technologies for maintenance and support services of the police department’s records management software. The city will pay the company $147,043 annually for five years.
- An agreement with United States of America Western Area Power Administration for the construction of the Terry Ranch Road-Cheyenne 230-kV and the Owl Creek-Cheyenne 115kV transmission lines.
- A professional services agreement with Ayres Associates for the 19th Street Drainage and Intersection Improvements Project. The city will pay the company $712,446 from the 2019–2022 Optional 1% Sales Tax Fund.
- A professional services agreement with The Design Studio Inc. for the restoration and remodel of the Cheyenne Pumphouse. The city will pay the company $424,200 using General Fund Reserves.
- A drainage easement agreement from Kenrich LLC to the City of Cheyenne to ensure maintenance of a storm water conveyance system along the Christensen Road corridor.
- An interagency agreement with the State of Wyoming, Department of State Parks and Cultural Resources to outline projects, responsibilities and special provisions at the High Plains Research Station and Arboretum.
- A bid agreement with Reiman Corp. for the Depot Renovation Project. The city will pay the developer $1,426,265 for the project via the 2021 Specific Purpose Option Tax Fund.
