Council approves Holliday Park subdivision, preserving green space while enabling mixed-use redevelopment

CHEYENNE, Wyo. — The Cheyenne City Council approved the final plat for Holliday Park on Jan. 27, enabling future redevelopment of the site.

The approved resolution allows the mayor and city clerk to sign the final plat for Holliday Park, located northeast of East Lincolnway and Morrie Avenue. This action subdivides the park, creating two lots. Lot 1, spanning 0.80 acres, will be redeveloped as a mixed-use site. Lot 2, encompassing 39.08 acres, will remain as open park space​.

The Cheyenne Planning Commission reviewed the plat earlier this month and recommended its approval. The commission noted that the plat aligns with the city’s development policies and land use designations in the Comprehensive Plan. Lot 1 is slated for mixed-use commercial development, while Lot 2 retains its designation as open space​.

The final plat includes easements to ensure access and utility connections for the mixed-use site. City staff noted that existing infrastructure will support the redevelopment, minimizing the need for extensive upgrades. The project also incorporates vacated rights-of-way to optimize land use​.

With the plat approved, redevelopment of the 0.80-acre lot is expected to proceed under the terms outlined in the agreement with the applicant, Brandon Swain. The remaining park space will continue to serve the community as a public recreational area.

The Cheyenne City Council meets in regular session at 6 p.m. on the second and fourth Mondays of each month. Meetings are held in the Council Chambers at the Municipal Building, 2101 O’Neil Ave. in Cheyenne.
