CHEYENNE, Wyo. — The Cheyenne City Council will hold a public hearing Monday to gather community feedback on the updated plan of development for the downtown development area. The council will also consider repealing the Paid On-Street Parking Districts program and reviewing multiple ordinances on construction, fire codes and land use.
The meeting is scheduled for 6 p.m. in the Council Chambers at the Municipal Building.
Public hearing to shape downtown development
The public hearing, required under Wyoming law, will allow residents to provide input on the plan of development for downtown Cheyenne. The newly updated plan consolidates and expands on elements from the 1991 plan and its amendments from 1993, 2006, 2016 and 2018, creating a single comprehensive document.
The revision process included extensive public engagement to ensure the plan reflects current community priorities and opportunities. The Downtown Development Authority gathered input through three online surveys, two in-person visioning events and work sessions for property and business owners. The process also included public outreach at events such as Fridays on the Plaza, local eateries and Superday to gauge community preferences.
In addition to public comment at DDA meetings, a final opportunity for input took place at a joint meeting of the DDA Board and Planning Commission on Jan. 21. The draft plan remains available for review and feedback online.
A presentation on the updated plan will be given at Monday’s public hearing before the council takes further action.
An ordinance to repeal Cheyenne’s Paid On-Street Parking Districts program will also be introduced. If approved, the measure would eliminate paid parking districts and modify city regulations on parking enforcement. Councilmembers Dr. Aldrich, Laybourn, Moody and White are sponsoring the ordinance, which will be referred to the Public Services Committee for further discussion.
Building and fire code updates
The council will continue discussions on multiple ordinances amending Cheyenne’s building and fire codes. Proposed updates include technical corrections to the city’s construction regulations and the adoption of a new edition of the International Fire Code. Another ordinance seeks to refine regulations for above-ground fuel tanks and storage containers.
Each of these proposals is scheduled for a second reading, allowing for potential amendments before a final decision.
A separate ordinance, backed by Aldrich, Moody, Rinne, Segrave and White, would prohibit work camps within city limits. The proposal would remove the term “work camps” from the city’s Unified Development Code and prevent new work camps from being established. The measure will be referred to the Public Services Committee.
City contracts and funding allocations
The council will review several lease agreements and contracts, including a lease allowing the Girl Scouts of Montana and Wyoming to use nearly 46 acres of city-owned land near the former Roundtop Water Treatment Facility.
Another proposal involves a contract with Axon Enterprise Inc. for the purchase of 10 in-car cameras for the Cheyenne Police Department. The five-year agreement includes software, licensing and warranties.
The city is also considering a $212,700 contract with Academy Sports Turf Inc. to replace the synthetic turf at Pioneer Park Baseball Field.
The council announced a public hearing scheduled for Feb. 24 at 6 p.m. to review liquor license renewals. Additionally, due to the Presidents’ Day holiday, the Public Services and Finance Committee meetings will take place on Feb. 18 and Feb. 19, respectively.
