CHEYENNE, Wyo. — On Feb. 10, the Cheyenne City Council advanced multiple ordinances addressing city building codes, fire safety regulations and parking policies. The measures, which passed second readings or were referred to committees, are set for further debate in the coming weeks.
Building and Fire Codes See Updates
The council approved second readings of ordinances modifying several sections of the city’s building and fire codes. The changes align municipal regulations with updated international standards and correct technical language. The building code revisions impact chapters governing construction, safety standards and regulatory requirements.
Similarly, updates to the fire code include adopting the most recent edition of the International Fire Code and refining rules on above-ground tanks and fire suppression in commercial kitchens. Fire Marshal Mason provided clarifications regarding cooking appliances in daycares and apartment buildings, noting that new regulations will require certain facilities to install suppression hoods for safety.
Parking Repeal Moves to Committee
A proposal to repeal the city’s paid on-street parking districts program was introduced and referred to the Public Services Committee. If enacted, the ordinance would eliminate the requirement for digital payments and reestablish time-limited parking enforcement. The parking program has sparked debate among downtown business owners, with many arguing that app-based payments discourage visitors.
Public comments highlighted concerns about accessibility and economic impact. Business owners cited declining foot traffic and customer hesitancy to navigate the app system as key issues. A representative from the downtown business collective submitted over 400 letters from customers opposing the paid parking program.
Work Camps Ban Considered
The council also introduced an ordinance that would remove “work camps” as a recognized land use in the Unified Development Code. Work camps, often associated with temporary housing for transient labor forces, would be prohibited from establishment within city limits if the measure passes.
The proposal was referred to the Public Services Committee for further discussion. The Planning Commission unanimously recommended approval of the change at its Feb. 3 meeting.
Next Steps
The Public Services Committee will review the parking repeal and work camp prohibition ordinances on Feb. 18. The council will hold third and final readings on the fire and building code amendments on Feb. 24.
