CHEYENNE, Wyo. — Regulations that would require LCSD1 teachers to contact parents regarding child activities have now entered a public 45-day review period.
On Monday night, the LCSD1 Board of Trustees made available to the public proposed rule changes regarding parental rights. The board’s action comes off the heels of the Wyoming Legislature’s Senate File 0009 – parental rights in education-1, which was signed into law in March. All Wyoming school districts must adopt policies and procedures in compliance with the new law no later than July 1.
The following is a list of notable rules set forth in SF0009:
- A parent or guardian must be notified if there is a change to a student’s educational, physical, mental or emotional health.
- Students must receive written consent from a parent or guardian no less than one day prior to the student receiving education or instruction on topics addressing sexual orientation or gender identity.
- Starting in the 2024–25 school year, districts must make available routine healthcare services to parents as well as the option to opt in or out of such services.
- A district must provide any well-being questionnaire to a parent or guardian and receive their written or verbal consent prior to administering the questionnaire to students.
- A district must enact a procedure for parents to file complaints regarding the district’s noncompliance with regulations of this law.
SF0009 also states that school districts cannot deny a parent’s or guardian’s request to access student records that the district maintains.
The public comment period for the district’s policy changes began Monday and will be open until 4 p.m. June 20. Members of the public can submit comments or concerns via an online form on the district’s website here or by emailing rebecca.gill@laramie1.org.
