68% of comments oppose school district’s book procurement policy; amendments now out for second 45-day review

CHEYENNE, Wyo. — More than two-thirds of public comments submitted to Laramie County School District 1 oppose a contentious library policy currently out for review.

On Monday night, the LCSD1 Board of Trustees approved to place its proposed amendments for Chapter 7, Section 21, “Library Media Services,” out for a 45-day public comment period. The policy changes were previously out for review in April and May. However, due to a documentation error on the district’s website, the board decided Monday to proceed with a second 45-day review period. The board also chose to retain the initial round of public comments submitted in April and May.

Just under 200 comments and letters were submitted to the district addressing amendments to the Library Media Services. A majority of them disapproved of the proposed procurement policy.

Cap City News analyzed the public comments to discern the total number of statements for and against the policy. Roughly 176 comments expressed clear approval or disapproval of the board’s revisions. Of that total, 56 comments (31.8%) were in favor of the procurement regulations, while 120 comments (68.2%) urged the board not to pass the policy.

The policy’s review period is now open. Comments can be submitted up until 4 p.m. Aug. 9. The Board of Trustees will formally vote on the procurement policy at its Aug. 19 meeting.
