A man wanted on a Probation Violation warrant was arrested in Cheyenne on November 1. Laramie County officials say that the suspect had approximately 18 grams of suspected methamphetamine was recovered during the investigation.
Officials say that tips were received by the Cheyenne Police Department indicating that a suspect wanted on a Probation and Parole Violation in Platte County was in the Cheyenne area, near the 3600 block of East Lincolnway. An affidavit of probable cause filed in Laramie County Circuit Court also indicates the suspect also had a municipal warrant out of the city of Cheyenne.
Cheyenne Police Department officers contacted the suspect; identified as Phillip Kaushagen, born in 1980; inside a gambling establishment and was detained by police.
“After receiving confirmation that the warrants were valid, I opened the door to ask Kaushagen to exit to that a search of his person could be conducted,” Cheyenne PD officials write in the affidavit. “I found a small pouch on the middle ledge in front of the plastic seat in the patrol car. This was not there when I placed Kaushagen in the car.”
The affidavit goes on to describe the pouch as containing a suspected methamphetamine pipe.
During a search of the suspect’s person officers also reported finding a small plastic zipper bag containing an estimated 18.2 grams of suspected methamphetamine.
The suspect was arrested on the scene and transported to the Laramie County Detention Center. During a November 3 hearing, he was charged with a felony count of Possession of a Controlled Substance.
A bond of $5,000 was set in the case and the suspect is scheduled to make an initial appearance next week to see if the charge against him will be bound over to District Court. All of those cited or arrested are presumed innocent until convicted in a court of law. Charges are subject to change following official filings from the Laramie County District Attorney’s Office.
