Laramie County Crime Clips (11/22/23–11/26/23)

CHEYENNE, Wyo. — Here is a brief summary of notable crimes in and around Cheyenne, obtained through law enforcement reports compiled by the Cheyenne Police Department, the Laramie County Sheriff’s Office and the Wyoming Highway Patrol.

Possession of Schedule I and II Narcotics and Sale of Various Drugs, Talbot Court, Nov. 22, CPD

A 36-year-old woman was arrested on Nov. 22 on three felony drug-related charges.

A Cheyenne police officer responded at around 6 a.m. to a residence on Talbot Court and found a woman sleeping, according to a booking sheet. Law enforcement ran the 36-year-old’s information through the city dispatch and discovered an outstanding warrant for her arrest dating back to October. The woman is charged for possession of fentanyl, possession with intent to deliver a schedule II narcotic and conspiracy to manufacture, deliver or possess fentanyl.

The officer arrested the woman at the residence and transported her to Laramie County Detention Center. The woman’s court date is set for 10:15 a.m. Dec. 6 at Laramie County Circuit Court.

Felony Motor Vehicle Theft over $1,000, East Lincolnway, Nov. 22, CPD

On Nov. 22, a Cheyenne police officer arrested a 41-year-old woman, who was charged with stealing a motor vehicle worth over $1,000, which is a felony crime.

The officer states in a booking sheet that they were dispatched at 7 a.m. to the 2700 block of East 5th Street for a prior stolen vehicle. The officer met the individual who reported the theft and provided live updates on its whereabouts via a tracking system.

Additional officers were dispatched to a commercial business on East Lincolnway, where the stolen vehicle was reported to be. Officers made contact with the 41-year-old woman in the vehicle and ordered her to get out.

The officers transported the woman to Laramie County Detention Center. Her court appearance is set for 10:15 a.m. Dec. 6 at Laramie County Circuit Court.

Public Intoxication, Various Locations, Nov. 23, 25 and 26, CPD

A 48-year-old Cheyenne man was arrested three times in the span of four days for public intoxication.

The man was first arrested outside a hotel on Nov. 23 on Central Avenue, a booking sheet states. An officer was dispatched to the location at 1:21 p.m. regarding a suspected physical altercation. The officer observed that the man had poor balance, had slurred speech and smelled of alcohol. 

The officer transported the man to Laramie County Detention Center for booking, then took him to be cleared at Cheyenne Regional Medical Center. Bond was set at $250.

The same officer came into contact with the individual again on Nov. 25. The officer was dispatched at 12:19 p.m. to a business on the 1100 block of East Lincolnway after an impaired person was reported. The officer encountered the 48-year-old again, who again had slurred speech, had poor balance and smelled of alcohol, a booking sheet states. The man was also seen to be holding a suspected alcoholic beverage. 

The officer took the man to Cheyenne Regional Medical Center for jail clearance and then took him to the detention center. Bond was again set at $250.

The next day, Nov. 26, a different officer responded at 8:45 p.m. to a playground on Randy Road to a report of a vehicle crash. The officer met with the 48-year-old man on the playground, who had slurred speech and poor balance, a booking sheet states. The officer then transported him to Laramie County Detention Center. Bond was set for $250.

The man has multiple court appearances set. The first is scheduled at 9:30 a.m. Dec. 11 at Cheyenne Municipal Court for the charges issued on Nov. 23 and 25. The second will be at 9:30 a.m. Dec. 13 at Cheyenne Municipal Court for the charge issued on Nov. 26.

Felony Motor Vehicle Theft over $1,000 and DUI, Ridge Road, Nov. 24, CPD

An 18-year-old woman was arrested on Nov. 24 on a felony charge of stealing a motor vehicle worth over $1,000, as well as a DUI misdemeanor.

A Cheyenne police officer was dispatched at around 2:45 a.m. to the 1600 block of 19th Street after a stolen vehicle was reported, a booking sheet states. The officer contacted a bar employee, who said they left their silver Subaru vehicle running with the keys in the ignition before closing the establishment.

Twenty minutes later, an ambulance observed the Subaru driving north near the 4500 block of Ridge Road. Officers arrived and signaled the driver to stop. Officers made contact with the individual, who said they were drinking at a bar and were attempting to drive to another one. One of the officers observed that they were speaking with slurred speech. Officers also suspected the odor of marijuana coming from inside the vehicle.

Officers asked the driver to complete a field sobriety test, which they refused. They consented to a blood draw, however, and were transported to Cheyenne Regional Medical Center for one. They were then transported to Laramie County Detention Center.

Their court appearance is set for 1:30 p.m. Dec. 5 at Laramie County Circuit Court.

DUI: Third in 10 Years, Duty to Give Information/Aid, No Liability Insurance, Driver’s License Required, Careless Driving, North College Drive and East Pershing Boulevard, Nov. 24, CPD

A 28-year-old man is facing five misdemeanor charges related to driving after officers arrested him on Nov. 24.

At around 10:54 a.m., an officer was dispatched to the intersection of North College Drive and East Pershing Boulevard for a hit and run, according to a booking sheet. The officer met an individual at the scene, who said a driver struck his vehicle then continued traveling down the road. The passenger of the fleeing vehicle had been dropped off at the scene and identified the driver to law enforcement.

Officers went to the identified driver’s residence. They met with the 28-year-old and could discern the odor of an alcoholic beverage coming from him, the booking sheet states. He also had unsteady balance and slurred speech. The man agreed to do a field sobriety test but did not perform like a sober person. 

The officers cuffed the 28-year-old and took him into custody. Authorities learned that the man didn’t have vehicle insurance. A blood test was performed, then officers took the man to Laramie County Detention Center. He was booked on a third DUI charge in 10 years, hit and run, operating a vehicle without insurance and driving without a valid license.

The man’s court appearance is set for 9:30 a.m. Dec. 11 at Cheyenne Municipal Court.

Domestic Battery, Possession of a Methamphetamine-Type Drug, Interference with a Peace Officer and Shoplifting: Under $1,000, Dell Range Boulevard, Nov. 25, CPD

Officers arrested a 29-year-old on Nov. 25 on one outstanding warrant as well as charges relating to shoplifting and possession of illegal substances.

A Cheyenne police officer responded to a report of shoplifting at 2:30 p.m. at the Walmart on Dell Range Boulevard, a booking sheet states. The officer made contact with an individual in the parking lot. The man resisted the officer, who informed him multiple times he was under arrest.

The officer eventually placed the 29-year-old in handcuffs and began to search him. The officer found two suspected methamphetamine pipes and a suspected bag of white crystal on the handcuffed man. The officer moved the man to the ground and placed a wrap restraint device on him. The man was transported to Laramie County Detention Center and booked on an active warrant for domestic battery, felony possession of a methamphetamine-type drug, interference with a peace officer and shoplifting under the amount of $1,000.

The man’s court appearance is set for 9 a.m. Dec. 12 at Laramie County Circuit Court.
