CHEYENNE, Wyo. — Here is a summary of notable crimes in and around Cheyenne, obtained through law enforcement reports compiled by the Cheyenne Police Department, the Laramie County Sheriff’s Office, and the Wyoming Highway Patrol.

Traffic Violation and Narcotics Possession, Seymour and East 17th Street, Jan. 10, CPD

At around 11:10 p.m., Officer Federer observed a silver Ford Focus making a turn onto Seymour Avenue from East Lincolnway without using a turn signal. A traffic stop was initiated at the intersection of Seymour and East 17th Street.

The driver, identified as Joshua Osban, was the only occupant of the vehicle. During the stop, Officer Sweet arrived with his certified narcotics detection K-9, Dutch, who indicated the presence of narcotics in the vehicle. A pat-down of Osban revealed a pocket knife and a bag containing what officers stated was approximately 90 grams of suspected methamphetamine, according to booking sheets.

Osban, recognized from previous arrests and known to be out on bond, was arrested and handcuffed. He was then transported to the Laramie County Detention Facility and booked in without further incident.

Shoplifting and Drug Possession, Near Livingston Avenue, Jan. 1, CPD

Around 11:43 a.m., officers were dispatched to a location near the 500 block of Livingston Avenue in Cheyenne for a reported shoplifting incident. Upon arrival, officers contacted a woman who had an outstanding county warrant for a probation violation.

During questioning about the shoplifting in the loss prevention office, the suspect became agitated and non-compliant. While reviewing video evidence of the shoplifting, officers obtained permission to search her purse, finding a glass pipe with residue consistent with suspected methamphetamine, according to booking sheets.

The suspect resisted arrest, kicking and attempting to pull away from the officers. After being subdued and handcuffed, she was taken to the Laramie County Detention Center. The suspect was booked on charges including the outstanding warrant, interference and possession of a meth pipe, and was cited for shoplifting.
