Deferral contemplated for Cheyenne man in sexual assault of a minor case

CHEYENNE, Wyo. — A Cheyenne man has pleaded guilty to third-degree sexual assault of a minor. The plea was accepted in Laramie District Court on June 10. Justin Woolsey, born in 2001, will face a deferred sentence with three years of probation, pending the court’s approval at sentencing. The charge comes with a maximum penalty of 15 years in prison and a $10,000 fine.

According to court documents, the incident occurred in May 2022. The victim, a then-16-year-old girl, reported the assault in July 2023. She stated she felt pressured by Woolsey, who was 20 at the time. The two worked together at a local restaurant and knew each other through mutual friends.

Detective Sergeant Ryan Martinez of the Laramie County Sheriff’s Office led the investigation. Martinez’s affidavit detailed the victim’s account, noting that she felt unable to report the assault immediately due to feelings of shame. The affidavit states that Woolsey is around 49 months older than the victim.

As part of the plea agreement, the state will argue for deferred sentencing. This means Woolsey could avoid a permanent conviction if he completes three years of probation without violations. Sentencing will be at a later date.
