CHEYENNE, Wyo. — Here is a summary of notable crimes in and around Cheyenne, obtained through law enforcement reports compiled by the Cheyenne Police Department, the Laramie County Sheriff’s Office and the Wyoming Highway Patrol. Names for misdemeanor citations have been removed.
Possession of a Controlled Substance, Van Lennen Avenue, June 28, CPD
A 32-year-old man was arrested for possession of a controlled substance during a traffic stop on Van Lennen Avenue, Cheyenne police report.
At around 7:47 p.m., Officer Cox was dispatched as a cover officer to a traffic stop at the intersection of East 2nd Street and Van Lennen Avenue. Officer Bolkovatz had initiated the stop, and there were three individuals in the vehicle. Officer Sweet and his K-9, Dutch, conducted a search of the vehicle after Dutch signaled the presence of drugs.
During the search, officers found a .22 revolver, a fentanyl tooter and a methamphetamine pipe with residue in the back seat where the suspect was seated. The suspect was placed in handcuffs and taken to the Laramie County Detention Facility. He was booked on charges of possession of a controlled substance in pill form under 3 grams.
Officer Cox reported no issues during the arrest and booking process.
Interference with a Peace Officer, East 16th Street, June 29, CPD
A 31-year-old woman was arrested for multiple charges, including interference with a peace officer, on East 16th Street, Cheyenne police report.
At around 4:41 p.m., Officer Federer was dispatched to the 2200 block of East 16th Street following a report of a possibly unconscious female in an alley. The reporting party mentioned suspected drug paraphernalia around the woman.
Upon arrival, Officer Federer found the woman, who was unresponsive and had to be awakened. Nearby, officers observed a broken suspected methamphetamine pipe, tinfoil with burnt fentanyl residue, a THC vape pen and a syringe with liquid.
When asked for identification, the woman refused to provide her information. She was arrested and placed in handcuffs. While in the patrol vehicle, she began kicking the partition in an attempt to break it. She was then placed in a WRAP device for transport to the Laramie County Detention Facility, where she was taken directly to a holding cell due to her uncooperative behavior.
The woman was charged with interference with a peace officer, possession of suspected marijuana, possession of suspected methamphetamine and possession of suspected fentanyl.
Possession of a Controlled Substance, Van Lennen Avenue and East 2nd Street, June 28, CPD
A 30-year-old woman was arrested on multiple charges, including possession of a controlled substance, during a traffic stop on Van Lennen Avenue and East 2nd Street, Cheyenne police report.
At 7:47 p.m., Officer Bolkovatz initiated a traffic stop on a gold Ford Explorer for having no front plate and mismatched rear plate. The driver appeared extremely nervous and stated that the vehicle did not belong to her.
The driver’s information was run through NCIC, revealing she was driving under suspension. Officer Sweet and K-9 Dutch were called to the scene. Dutch indicated the presence of narcotics in the vehicle.
A search of the vehicle revealed a methamphetamine pipe with suspected burnt residue, a foil containing a melted blue fentanyl pill and a metal straw with suspected fentanyl residue. These items were found within reach of the driver.
The woman was arrested, placed in handcuffs and booked into the Laramie County Jail without incident. She faces charges of possession of a controlled substance, driving under suspension, no liability insurance and no registration.
Failure to Pay, Failure to Appear, Interference, Prairie Center Circle, June 30, LCSO
A 33-year-old woman was arrested on multiple charges, including interference with a peace officer, on Prairie Center Circle, the Laramie County Sheriff’s Office reports.
At 5:15 p.m., Deputy Kidd was dispatched to the Juvenile Detention Center for a wanted person. The female initially identified herself as Crystal Carabajal, but further investigation revealed her true identity. She had two confirmed warrants out of Laramie County. The first warrant, signed by Judge Chambers on April 11, was for stop lamps, interference with a peace officer and possession of a controlled substance in pill form. The second warrant, signed by Judge Chambers on June 7, was for failure to pay, with the original charge of furnishing a child with a prohibited drug and possession of a controlled substance in pill form.
The woman was placed in handcuffs and taken to the Laramie County Detention Center. Upon arrival, she became unresponsive, necessitating medical attention. American Medical Response was called, and she was taken to Cheyenne Regional Medical Center. After receiving medical clearance, she was booked into the detention center.
Probation Violation, Possession of Methamphetamine, Morrie Avenue, June 28, CPD
A 44-year-old man was taken into custody for a probation violation and possession of methamphetamine, according to the Cheyenne Police Department.
At 3 a.m., Officer McClaskey conducted a field contact at Holliday Park on Morrie Avenue. The man was found sleeping near the south bathrooms. Officer McClaskey informed him that the parks were closed from midnight to 5 a.m. During the interaction, dispatch confirmed the man had an active felony warrant for probation violation through Laramie County.
Upon searching his person, Officer McClaskey found a glass meth pipe with suspected meth residue in the man’s bag. The felony warrant for probation violation, signed by District Court Judge Rogers on June 26, was for the original charge of aggravated assault and battery causing serious bodily injury.
The man was taken into custody and transported to Laramie County Detention Center without incident. He was booked for the probation violation and possession of methamphetamine.
Destruction of Property, Interference, Duff Avenue, June 28, CPD
A 34-year-old man was cited for destruction of property and interference with a peace officer, according to the Cheyenne Police Department.
At 6:30 p.m., Officer Federer was dispatched to the 2100 block of Duff Avenue regarding a report of a male breaking property. Upon arrival, the officer contacted the suspect, who was armed with a large metal pole broken off from the side of the house. The suspect adopted a fighting stance and refused commands to drop the pole.
After eventually dropping the pole, the suspect continued to disobey commands and yelled that he wanted law enforcement to shoot him. The suspect admitted to being intoxicated. A less-lethal 40mm impact round was deployed, incapacitating him. He was then handcuffed and transported to the Cheyenne Regional Medical Center for medical clearance.
The resident of the location showed Officer Federer where the suspect had been striking the residence and attempting to break into the garage, causing approximately $500 in damage.
The suspect was taken to the Laramie County Detention Facility and placed in a holding cell. He was issued citations for misdemeanor destruction of property and misdemeanor interference.
Riotous Conduct, Interference, Carey Avenue, June 28, CPD
A 19-year-old man was cited for riotous conduct and interfering with an officer, according to the Cheyenne Police Department.
At 3:30 a.m., Officer VanSwearingen responded to a report of a physical fight on the 4400 block of Carey Avenue, Lions Park. Upon arrival, the officer encountered the suspect hiding in the bushes. When the suspect saw the officer, he ran across the street. Despite being ordered to stop, the suspect continued running and hid in the bushes of a nearby residence.
Witnesses at the scene stated that the suspect had approached them in the park, shouting and pushing one of the victims several times.
The suspect was placed in handcuffs and transported to the Laramie County Jail without incident. He was cited for riotous conduct and interference.
DUI, West 5th Street and Deming Boulevard, June 29, CPD
A 27-year-old man was arrested for driving under the influence after crashing his vehicle early Saturday morning, according to the Cheyenne Police Department.
At 2:30 a.m., Officer Garcia responded to a report of a possible crash at the intersection of West 5th Street and Deming Boulevard. Upon arrival, Garcia observed a white minivan against a guard rail with the suspect standing nearby. The suspect had bloodshot eyes, a cut on his left elbow, poor balance and an odor of alcohol. He admitted to being drunk and near blacking out after leaving a bar on West Lincolnway.
Standard field sobriety tests indicated the suspect was too intoxicated to perform. He was arrested and transported to CRMC for a blood draw and jail clearance after refusing tests. The suspect was then taken to the Laramie County Detention Center.
Reckless Driving, Interstate 80, June 30, WHP
A 34-year-old man was arrested for multiple charges, including DUI and eluding police, after driving the wrong way on Interstate 80 early Sunday morning, according to the Laramie County Booking Sheets.
At 2:30 a.m., Sergeant Harley Kalb was dispatched to a report of a wrong-way driver on I-80. The vehicle was traveling west in the eastbound lanes. After a pursuit of 3 miles, the driver stopped in the median. The suspect initially refused to exit the vehicle and resisted arrest. Kalb detected the odor of alcohol.
The suspect was identified through his driver’s license as a Texas resident. He was taken to CRMC for a blood draw and then booked into the Laramie County Detention Center. Charges include DUI, reckless driving, interference with a peace officer and eluding police.
Public Intoxication, East 20th Street and Warren Avenue, July 1, CPD
A 39-year-old man was arrested for public intoxication and possession of a controlled substance after an altercation on East 20th Street, Cheyenne police reported.
At 4:52 p.m., Officer Howe responded to a call about a physical fight between a man and a woman. The man admitted to smoking meth a week prior and claimed he was still “coming down” from it. He displayed behavior consistent with methamphetamine use, including jerking movements and frequent topic changes.
During a search, a meth pipe was found in his backpack. The man was cited for possession and public intoxication.
