CHEYENNE, Wyo. — On July 1, Judge Steven Sharp sentenced Willis Wheeler to two to four years with a recommendation for the Intensive Treatment Unit with the Department of Corrections.

Wheeler pleaded guilty on Oct. 20, 2023, as part of a plea agreement. However, the state deviated from the agreement after Wheeler failed to comply with its terms. He was given 33 days credit for time served.

On June 14, 2023, Officer Martin conducted a traffic stop on a gold Honda SUV with expired tags. The vehicle, spotted on the 3100 block of Nationway, was driven by Ilona Cariveau. Wheeler was in the passenger seat.

While Martin wrote a citation for the expired registration, K-9 Tyler conducted an open-air sniff. The K-9 alerted to the presence of narcotics, prompting a search of the vehicle.

Inside a brown backpack in the back seat, Martin found 22.47 grams of methamphetamine and 3.3 grams of THC. Wheeler admitted the backpack belonged to him. A NIC test confirmed the methamphetamine.
