Laramie County Crime Clips (9/20/24–9/23/24)

CHEYENNE, Wyo. — Here is a summary of notable crimes in and around Cheyenne, obtained through law enforcement reports compiled by the Cheyenne Police Department, the Laramie County Sheriff’s Office and the Wyoming Highway Patrol. Names for misdemeanor citations have been removed.

Pedestrian Under the Influence, West College Drive and South Avenue B-6, Sept. 20, LCSO

A 27-year-old woman was arrested for being under the influence on a roadway Friday night. 

At 9:37 a.m., a Laramie County deputy responded to West College Drive upon a welfare check request. The deputy approached a woman stumbling in the road, who continued saying, “They are trying to hurt me,” per a booking sheet. The woman, who appeared highly intoxicated, wasn’t able to provide any further details with the deputy.

AMR soon responded to the scene and attempted to get the woman’s vitals, but she could not stand still. The deputy placed her under arrest and was placed under a wrap for being uncooperative. She was transported and booked into Laramie County Detention Center.

District Court Warrant, Morrie Avenue, Sept. 20, CPD

A 60-year-old man was arrested and booked into jail for two outstanding warrants in Laramie County.

John Patrick Pino was arrested by Cheyenne police around 1 a.m. Friday, according to a booking sheet. The officer spotted Pino trespassing in Holliday Park during the early morning hours. Pino then started bicycling away without any headlights. The officer drove after the 60-year-old and requested he pull over.

Pino dismounted his bike and attempted to hide from the officer, per the booking sheet. The officer took him into custody and did a background search on him. He found two outstanding warrants from Laramie County for Pino’s arrest. The first is for failure to appear, and the second is for failure to comply on original charges of possession of methamphetamine.

The officer transported and booked Pino into the Laramie County Detention Center on the charges. He also added citations for interference, disturbance of property, riding a bike at night without a headlight and public intoxication.

Possession of Powdery Substance and Under the Influence of Controlled Substance, Van Lennen Avenue, Sept. 20, CPD

A 34-year-old man was arrested Friday and charged with possession of a powdery substance and being under the influence of drugs.

An officer was dispatched to a property on Van Lennen Avenue around 3:33 a.m. following a 911 call, per a booking sheet. The officer made contact with the 34-year-old, who “was hiding from people that did not exist.” The man said he had smoked methamphetamine earlier in the night.

The police officer confirmed that the man had an outstanding warrant out of Albany County for probation violation, per the booking sheet. The officer placed the man under arrest. A small amount of suspected meth was located in the man’s pants pocket. He was then taken and booked into Laramie County Detention Center.

Resisting Arrest and Public Intoxication, West Lincolnway, Sept. 21, CPD

Cheyenne police arrested a 49-year-old man Saturday night on several charges, including public intoxication.

At around 10:15 p.m., officers driving through Cheyenne noticed a woman lying on the ground at West Lincolnway and Capitol Avenue, according to a booking sheet. The officer approached the woman, who was with three other people, including the 49-year-old. Everyone appeared to be intoxicated.

The man approached the officer in an aggressive manner and yelled, per the booking sheet. The officers told the man to stop and tried to grab him. The man pulled away, and when officers tried to restrain him again, he fought back. The officers again tried to give verbal commands, but the man was uncooperative. One of the officers eventually delivered knee strikes to the man’s abdomen, handcuffed him and placed him into a wrap.

The man was taken to Laramie County Detention Center.

Public Intoxication, Campbell Avenue at East Lincolnway, Sept. 22, CPD

A 27-year-old Cheyenne transient man was arrested Sunday on two misdemeanor charges.

A CPD officer received a report around 6:30 a.m. that a man was walking in the middle of the street on the 2200 block of East Lincolnway, per a booking sheet. Once the officer arrived, they told the man to get out of the street. The man, the officer observed, had dilated pupils, was unreasonably nervous and could not stand still.

The 27-year-old refused to give his name multiple times. The officer placed the man in handcuffs and placed him in the patrol car. The officer took the man to Laramie County Detention Center and booked him on charges of public intoxication and refusal to identify to law enforcement.
