CHEYENNE, Wyo. — Randall Kim Harris, 59, was arrested on Sept. 22 for failing to register as a sex offender after being found living in Cheyenne parks. He appeared in court on Sept. 24, where the judge set a $7,500 cash bond.
The Laramie County Sheriff’s Office received information that Harris had been living in Cheyenne for over a year and a half without registering, despite being previously registered in Colorado Springs, according to court documents. His last recorded registration there was in July 2023. Harris had been arrested multiple times in Cheyenne, including in Dec. 2022, Aug. 2023 and most recently in Aug. 2024.
Deputy Adam Wright located Harris in Holliday Park after receiving a tip about his whereabouts. During the encounter, Harris spoke about knowing he needed to register in Wyoming but said he had not done so. He stated that he had been living transiently in several public parks around the city. Deputy Wright confirmed that Harris had failed to register in Laramie County for at least 292 business days.
During the arrest, Harris revealed that he had methamphetamine in his possession and said he had been trading it for goods. Officers found plastic baggies commonly associated with drug distribution.
Harris is charged with failure to register as a sex offender, delivery or sale of methamphetamine and possession of methamphetamine. He remains in custody, with his preliminary hearing scheduled for Oct. 4.
