Laramie County Crime Clips (9/27/24–9/30/24)

CHEYENNE, Wyo. — Here is a summary of notable crimes in and around Cheyenne, obtained through law enforcement reports compiled by the Cheyenne Police Department, the Laramie County Sheriff’s Office and the Wyoming Highway Patrol. Names for misdemeanor citations have been removed.

Aggravated Fleeing, Reckless Driving, DUI, Possession of Marijuana, East Lincolnway & Seymour Avenue, Sept. 27, CPD

A 53-year-old Utah man has received four driving- and drug-related charges in Cheyenne.

James Rock was stopped in the early morning hours of Sept. 27 at a traffic light, according to a booking sheet. The Cheyenne officer pulled Rock over for an improper turn and lane change. However, Rock led the officer on a high-speed chase.

Rock drove on the wrong side of the street into oncoming traffic and almost struck an LCSO deputy, the officer states in the booking sheet. Rock eventually crashed his vehicle. When officers arrested him, they noticed the smell of alcohol, and he admitted to having six vodka shots that night. Officers located a misdemeanor amount of marijuana from the Utah man’s crashed vehicle. The officers transported him to the Laramie County Detention Center.

Blackmail, False Report of a Crime, Interference with a Peace Officer, Dell Range Boulevard, Sept. 28, LCSO

A 60-year-old woman has been charged with felony blackmail.

According to a booking sheet, a Laramie County deputy was dispatched to a report of sexual assault on Sept. 27. The deputy later determined that Jane Felicia falsely accused her male landlord of the crime. Felicia also falsely accused someone of sexual assault on Sept. 12.

Felicia provided false reports to the deputy, per the booking sheets. The officer placed the 60-year-old under arrest on the morning of Sept. 28 and transported her to a hospital to be cleared by a sexual assault nurse examiner. Felicia is also being held on misdemeanor charges for falsely reporting a crime and interfering with a peace officer.

Public Intoxication, Refusing to Obey, Resisting Arrest, East 19th Street, Sept. 28. CPD

A 55-year-old Cheyenne man received three misdemeanor charges Saturday.

At around 12:30 a.m., an officer was dispatched to Alf’s Pub regarding a report of an impaired individual, according to a booking sheet. A 47-year-old man was reported to have been touching women, not leaving after being asked to do so and refusing to pay his tab. Officers made contact with the man, as well as one of his friends.

The man’s friend, the 55-year-old, provided a false identity for the 47-year-old to officers. The friend told officers he didn’t need to identify himself and they couldn’t arrest him. The officers told him to step back multiple times but he didn’t comply. Officers placed him under arrest and transported him to jail.

Possession of a Controlled Substance, Interference with a Peace Officer, Criminal Trespassing, Public Intoxication, East 19th Street, Sept. 28, CPD

A 47-year-old man was arrested on Saturday in Cheyenne on four misdemeanor charges.

The man was at Alf’s Pub when officers arrived on reports he was touching women, denied leaving the establishment and wouldn’t pay his tab. The bartender pointed out the man to officers and said she wanted the man to be charged with trespassing. 

Officers approached the man, whose friend said his name was “John Long.” The officer told the 47-year-old man he needed to pay his tab and leave the business. A small container of white residue was found on the man.

Interference, Public Intoxication, Morrie Avenue, Sept. 29, CPD

A 28-year-old Cheyenne transient man was arrested over the weekend for public intoxication.

A police officer was dispatched to Holliday Park regarding an assault with a knife, per a booking sheet. According to another officer’s testimony, the 28-year-old attempted to get between an officer and a suspect. The other officer warned the man to stand back, and when the other officer shocked the suspect with a Taser, the 28-year-old charged at the officer.

The other officer placed the man under arrest. The man had slurred speech and bloodshot eyes. He was transported to Laramie County Detention Center.

Disturbing the Peace, Refusing to Obey, East 23rd Street, Sept. 29, CPD

A Cheyenne transient man was arrested and charged Sunday with disturbing the peace and not obeying orders from law enforcement.

An officer responded to a report of trespassing at around 7 a.m. near Cheyenne Regional Medical Center, according to a booking sheet. There, the officer made contact with the 27-year-old man sitting on a bench near the emergency room. The officer instructed the man to get off the bench, but the man refused and physically resisted several officers.

Additional officers arrived on scene to place the man into a WRAP restraint. The man was taken to the Laramie County Detention Center and continued to be uncooperative.

Refusing to Obey, Public Intoxication, Battery, Morrie Avenue, Sept. 29, CPD

A 46-year-old man was charged with battery and refusing to obey orders from law enforcement Sunday.

An officer was dispatched to Holliday Park around 2:30 p.m. regarding a report of aggravated assault, according to a booking sheet. The officer made contact with the man, whose arm was bleeding. The man was verbally aggressive and attempted to physically intimidate the officer. The man had poor balance and spoke with slurred speech, the officer observed.

The man walked away from the officer, who then made contact with him again to try and give him medical attention. The man took an aggressive stance toward the several officers on scene. A separate officer shocked the 46-year-old with a Taser, and several officers restrained the man. He was taken to a hospital but refused medical care. The man was then transported to jail.
