Cheyenne man arrested after fleeing police, found in stolen car

CHEYENNE, Wyo. — Richard Conner Kwedor, 22, made his initial court appearance on Oct. 10 after being arrested for allegedly possessing a stolen vehicle and interfering with law enforcement. The court set a $2,000 cash bond, with a preliminary hearing scheduled for Oct. 18.

On Oct. 6 at around 10:37 p.m., Cheyenne police officers, including Officer Sandburg, responded to a call about a stolen vehicle near Converse Avenue and Dell Range Boulevard. The vehicle’s owner, Brianna Fisher, had followed her stolen 2004 blue Toyota Camry while providing location updates to dispatch, according to the affidavit of probable cause.

When officers arrived at the scene, Fisher’s car was stopped in the roadway. Fisher told officers that she saw a man and a woman exit the vehicle and run into the nearby Staybridge Suites hotel. She described the man as wearing all black and the woman as also dressed in black with her hair in a bun.

Officers soon spotted a man leaving the hotel through a side door. Despite orders to stop, the man attempted to flee on foot. After a brief pursuit, officers detained him behind the hotel. The suspect was identified as Kwedor.

Police took Kwedor to Cheyenne Regional Medical Center for a jail clearance before taking him to the Laramie County Jail. During the booking process, officers ran Kwedor’s information through the National Crime Information Center and local databases. They discovered an active warrant from Converse County for failure to pay, related to a prior domestic battery charge. A faxed copy of the warrant was provided to the Laramie County Jail.

Kwedor now faces charges of theft over $1,000 and interference with a peace officer.
