CHEYENNE, Wyo. — A Cheyenne man charged with multiple counts of theft received a suspended prison sentence and probation on Monday after the court dismissed two misdemeanor charges as part of a plea agreement.
Isaiah Angel Valero, 28, appeared before Judge Catherine R. Rogers in Laramie County District Court for sentencing and bond revocation in case number 2023-CR-36-213. Valero was sentenced to two to four years, suspended for three years of supervised probation, on a felony charge of theft. The sentence also included 100 days of jail credit for time served, according to court records.
As part of the plea agreement, the court dismissed two misdemeanor theft charges, each related to stolen property valued under $1,000.
The charges trace back to Dec. 29, 2022, when Officer Keith Huebner of the Laramie County Sheriff’s Office responded to a theft report from Faith Baptist Church on East Prosser Road. Church staff member Paul Ives reported that a trailer valued at around $600, along with $100 in scrap metal, had been taken from church property. Surveillance footage showed Valero taking both items in his teal-colored Chevrolet pickup, according to the affidavit of probable cause.
The state initially recommended a suspended sentence of two to four years with three years of probation. However, Assistant District Attorney Steven K. McManamen informed the court that Valero had violated the plea agreement’s conditions, specifically by missing a required pre-sentence investigation in December 2023. A bench warrant was issued, and Valero was not taken back into custody until August 2024.
In light of these violations, the state pushed for a stricter suspended sentence of three to five years, but Judge Rogers upheld the original terms of the agreement. She emphasized strict probation compliance and designated Valero as an “addicted offender,” meaning he will receive additional support and supervision for substance use issues. No restitution was sought at sentencing.
