CHEYENNE, Wyo. — Judge Thomas Lee presided over multiple hearings on Nov. 13 in Laramie County Circuit Court. The proceedings included arraignments, probation matters, plea agreements and bond modifications.
Arraignments
- Crystal Lynn Cunningham pleaded not guilty to reckless endangerment. Judge Lee appointed a public defender, and a scheduling conference is set for December.
- Steven M. West pleaded not guilty to property destruction under $1,000, battery and interference with a peace officer. A scheduling conference is scheduled for Feb. 3, 2025.
Probation Hearings and Status Checks
- Jason Klepko attended his first check-in on a deferred judgment, with no grounds for revocation noted. His next check-in is set for June 2025, just before his probation is set to expire.
- Nicholas Lee Schaaf requested an extension of his probation to two years to attend drug court, but Judge Lee denied it, stating that extending an accepted sentence without revocation would be improper. The District Attorney’s office was asked to file a probation revocation to facilitate Schaaf’s participation in drug court. A status hearing is set for Nov. 22.
- Leroy Frank Martinez was released from testing requirements in his DUI case after completing a victim impact panel and treatment. While still on probation, he no longer has mandatory testing.
Plea Agreements and Sentencing
- Alejandro Reyna pleaded guilty to possession of marijuana and driving under suspension as part of a plea agreement, with a charge of driving without registration dismissed. After discussion on the weight of the controlled substance and his criminal history, Reyna was sentenced to 45 days with 42 days suspended for one year of probation on the possession charge. He also received 30 days with 27 suspended for six months of probation for the driving charge, to run concurrently. He was assessed $470 in fines and fees.
- David Tello Rodriguez pleaded guilty to second-offense DUI under a plea agreement. He was sentenced to 127 days with 120 suspended for one year of probation. Conditions include a victim impact panel, substance abuse treatment and alcohol testing. Rodriguez was assessed $270 in court fees.
- Luis Sanchez Amador was sentenced for DUI after pleading guilty earlier in November. He completed treatment and received a 30-day sentence with 26 days suspended for one year of probation, with alcohol testing required. He was also assessed $270 in court fees.
- James Michael Latham pleaded guilty to possession of methamphetamine and admitted to violating probation by incurring new charges. Although initially charged with theft, one theft charge was dismissed after video evidence cleared him. Latham claimed he believed the substance was ketamine; however, lab tests confirmed it was methamphetamine, for which he had no prescription. Latham was sentenced to 60 days with 57 suspended for one year of probation on the possession charge and 20 days with 18 suspended for probation revocation. The sentences will run consecutively, while the probation terms will run concurrently.
Other Hearings
- Triston Stogsdill’s case was continued after defense attorney Michael Vang argued several motions. Vang cited interference from the Adjutant General’s office, delayed discovery from the District Attorney’s office and issues with the probable cause affidavit. The District Attorney’s office stated that discovery was released in August. Judge Lee directed both sides to agree on a single date for a future hearing on these motions.
- Ronald Eugene Stringer received a bond reduction to own recognizance to allow him to pursue treatment after his charge for breach of peace. His scheduling conference is set for January.
Failure to Appear
- Juan C. Rodriguez failed to appear for his scheduled hearing.
