Court balances accountability and rehabilitation in bond revocations and sentencings

CHEYENNE, Wyo. — Judge Catherine R. Rogers presided over a full docket of cases in Laramie County District Court on Nov. 21, addressing bond revocations, probation violations, plea agreements and sentencing hearings.

Bond Revocations

  • Kenneth J. Cain Jr. admitted to violating bond conditions by breaching no-contact orders from the court. The state requested a $4,000 cash bond due to the violations, while the defense argued there were no new charges and sought to reset the bond to $10,000 at 10%. Judge Rogers revoked the previous bond and set a new $10,000 cash bond. The prior funds were ordered to be returned to the poster.
  • Yzail Ashton Gauna admitted to violating bond by contacting the victim. The state sought forfeiture of the $5,000 cash or surety bond previously posted, citing the effort required to apprehend him and the bond agency’s lack of action. A forfeiture hearing was scheduled. Judge Rogers set a new $2,500 cash bond, consecutive to the prior $5,000 bond but concurrent with other dockets.

Arraignments

  • Isiah Ray Sanchez pleaded not guilty to two charges, including interference with a police officer. The defense requested a bond reduction from $3,000 cash to own recognizance, citing Sanchez’s stable housing with family and his inability to post bail. Judge Rogers reduced the bond to $750 cash or surety. Sanchez’s trial is set for February 2025.
  • Brady J. Ehlers pleaded not guilty to all charges. A trial was scheduled for February 2025.
  • Marvell Evans appeared for a hearing related to a previous failure to appear for sentencing, which was rescheduled for February. In a separate case, Evans denied probation violation allegations, with a hearing scheduled alongside a February trial date for new charges.
  • Ronald J. McNeill Jr. denied probation violation allegations in one case and pleaded not guilty to charges in another. A potential resolution for both cases is anticipated by December.
  • Jason Nelson pleaded not guilty to a single charge, with trial set for February 2025.
  • Aulisa Felipita Trevino Carabajal’s arraignment was continued to Dec. 5.

Change of Plea and Sentencing

  • Mitchell Ammons pleaded guilty to violating a protection order by contacting the victim via Facebook. During a sentencing hearing based on a no contest plea to charges of aggravated assault on a pregnant woman in August, the victim gave an emotional oral impact statement describing threats and abuse, including Ammons’s alleged attempts to harm her unborn child. Despite defense arguments for probation, Judge Rogers sentenced Ammons to three to five years for the assault, with 143 days credited for time served. In a related case, Ammons pleaded guilty to violation of a protection order and received 54 days, already served.
  • Bryan C. Morgan pleaded guilty to assault and battery on a corrections officer after throwing a cup of urine. A presentence investigation report was ordered, and sentencing was set for Feb. 27. The plea agreement includes an 18- to 24-month suspended sentence and two years’ probation, consecutive to other Circuit Court cases scheduled for December.
  • Jonathan P. Dohnal was sentenced to 18–24 months suspended for two years of supervised probation for failing to register as a sex offender. Despite the defense’s request, and a probation and parole recommendation, for unsupervised probation, Judge Rogers emphasized the importance of supervision. Dohnal received four days’ credit for time served.
  • Shaydon L. Bingham pleaded guilty under a plea agreement and was granted a 35-7-1037 deferral. She was sentenced to three years’ probation with a focus on drug court and treatment. Judge Rogers credited her with 11 days’ time served.

Other Cases

  • David Cory Smith’s probation revocation status hearing was continued to Jan. 30 to allow resolution of cases in other counties.
