Stolen patrol car, armed robbery lead to pursuit, arrests

Law enforcement recovers stolen vehicles and firearm after a pursuit in Laramie County

CHEYENNE, Wyo. — The Laramie County Sheriff’s Office arrested two women after a series of vehicle thefts and a pursuit that ended in the Scenic Ridge area on Nov. 20.

Deputies responded to a report of a stolen white Ford F-250 at approximately 5:13 p.m. on the 800 block of South Greeley Highway. Witnesses reported that a single occupant, later identified as Mandy Miller, had taken the truck, according to a news release by the Laramie County Sheriff’s Office.

Using the vehicle’s location tracking system, deputies traced it to the area of Horse Creek Road and Interstate 25. When deputies located the truck, the driver attempted to evade them, leading to a pursuit that ended on Scenic Ridge Drive after the vehicle suffered a rear tire blowout.

The driver, identified as Tianna Quin, fled on foot toward a nearby residence. Deputies pursued her, concerned she might commit additional crimes if she reached the home. While deputies focused on Quin, Miller, who had been hiding in the truck, accessed one of the deputies’ patrol vehicles due to a safety feature malfunction, which is under investigation.

Miller fled in the patrol vehicle and followed a Scenic Ridge resident to a home on the 1500 block of Scenic Ridge Road. There, Miller reportedly displayed a firearm taken from the patrol vehicle and demanded the resident’s car keys. The resident complied.

Law enforcement, including the Wyoming Highway Patrol, tracked the stolen car to the intersection of Wind Dancer and Iron Mountain Drive. Miller again attempted to flee, but spike strips deployed by the Highway Patrol disabled the vehicle. Both Miller and Quin were apprehended without further incident.

Miller faces charges including driving under the influence of a controlled substance, vehicle theft, aggravated robbery and eluding law enforcement, along with a warrant out of Albany County for possession of a controlled substance. Additional charges are pending. Quin was arrested on a warrant out of Larimer County for vehicle theft, with multiple charges pending.

All stolen vehicles were recovered, and the deputy’s firearm was retrieved.

The Laramie County Sheriff’s Office thanked the Wyoming Highway Patrol, the Laramie County Combined Communications Center and the Wyoming Division of Criminal Investigation for their assistance in the incident.
