CHEYENNE, Wyo. — A man convicted of failing to register as a sex offender was sentenced Thursday to 12–15 months in prison but will not serve additional time after receiving credit for 505 days already served.
Judge Peter H. Froelicher accepted Daryl Stottlemyer’s guilty plea during a change-of-plea and sentencing hearing in Laramie County District Court. The court found a factual basis for the plea and proceeded directly to sentencing, bypassing the usual presentence report process.
Court records show that Stottlemyer, 31, failed to report for his mandatory Personal Verification Meeting by Feb. 27, 2023, as required under the Wyoming Sex Offender Registration Act. Deputy John Ninneman of the Laramie County Sheriff’s Department investigated the case and found that Stottlemyer had not updated his registration or deregistered with Laramie County before leaving his last known residence at the Comea Shelter.
Under Wyoming law, sex offenders must notify their local sheriff’s office of address changes within three business days or risk felony prosecution. Stottlemyer, who was convicted of sexual solicitation of a minor in Maryland in 2021, signed documents confirming his understanding of these requirements during prior registration meetings.
Deputy Ninneman’s attempts to locate Stottlemyer revealed he had been transient since being evicted from the shelter in April 2023. As a transient individual, Stottlemyer was required to check in weekly, but he failed to comply.
Under the plea agreement, Stottlemyer pleaded guilty to one felony count of failing to register. The charge carried a maximum penalty of five years in prison and a $5,000 fine. Judge Froelicher imposed a sentence of 12–15 months but credited Stottlemyer with 505 days already served, which includes time spent in the state hospital.
The court waived $500 in public defender fees as part of the sentencing.
