Bench warrants issued and plea agreements made during District Court proceedings

Cheyenne, Wyo. — Judge Antoinette Williams presided over a busy docket in Laramie County District Court on Dec. 13, addressing arraignments, plea changes, sentencings and probation revocations.

Pleas and Sentencings

  • Dylan Ball pleaded guilty to DUI with a blood alcohol content of 0.16. A factual basis was found, and sentencing was scheduled for January 2025.
  • Charles Bell pleaded no contest to theft. A restitution hearing and sentencing were set for January 2025.
  • Corbin Osburn pleaded guilty to possession of methamphetamine. A factual basis was found, and he was sentenced to 77 days with 77 days credited for time served. He was ordered to pay $220 in court fees, with $500 in public defender fees waived.
  • Krystal Munoz pleaded guilty to possession of a controlled substance and theft. She was sentenced to 52 days with credit for 46 days’ time served. Court fees of $640 were assessed, and $500 in public defender fees were waived.
  • Katina Velasquez was sentenced to 60 days, all suspended for six months’ probation. She was ordered to complete drug treatment and testing. Court fees of $420 were assessed, and $250 in public defender fees were waived.
  • Bryan Morgan pleaded guilty to two charges of property destruction and one charge of eluding. He admitted to violating probation by acquiring new charges. Morgan was sentenced to 103 days on one property destruction charge and 163 days each on the other property destruction and eluding charges, with credit for 163 days time served across all dockets. His underlying probation revocation sentence of 180 days was imposed, with credit for 163 days’ time served. He was assessed $660 in court fees and $108.66 in restitution.
  • Travis Underberg pleaded no contest to DUI, with sentencing set for January 2025. A substance abuse evaluation was ordered.

Arraignments

  • Jonathan Barnett pleaded not guilty to charges of being a felon in possession of a firearm, possession of marijuana and possession of a controlled substance in pill form. He denied probation revocation allegations related to failing to drug test. A status hearing was set for January, and Barnett waived his right to a speedy trial.
  • Kyle Fuller pleaded not guilty to violating a protection order. A scheduling conference was set for April 2025.
  • Savanna Osterman pleaded not guilty to DUI and speeding. A scheduling conference was set for April 2025.
  • Erica Valencia pleaded not guilty to interfering with an emergency call. A scheduling conference was set for April 2025.
  • Mario Ramirez pleaded not guilty to violating a protection order. A change-of-plea hearing was set for January. Bond was set at $7,000 cash across all dockets in circuit and district court.

Other Proceedings

  • Michael Carlson was appointed a public defender for his case, with arraignment scheduled for January. Bond was set at $1,000 signature, with drug and alcohol testing ordered and contact with the alleged victim restricted except under Department of Family Services approval.
  • Donna Fletcher’s state hospital evaluation found her not competent and unrestorable. The state rejected the evaluation as inappropriate. Judge Williams ordered both sides to file appropriate motions to resolve the case promptly.
  • Rosa Lovato denied allegations of failing to test in her probation revocation arraignment. She waived speedy disposition, and a status hearing was set for January.
  • Zedekiah Hovey’s sentencing was continued to January to allow time for a substance abuse evaluation.
  • Anthony Newson’s arraignment was continued to January.
  • Heriberto Yanez’s arraignment was also continued to January so he could hire an attorney.

Failures to Appear

  • Domingo Vasquez failed to appear for his arraignment, resulting in a bench warrant.
  • Malachi Desmond failed to appear for his scheduled sentencing, resulting in a bench warrant.
  • Jerome Red Bear failed to appear for a change-of-plea hearing, resulting in a bench warrant.
