CHEYENNE, Wyo. — The U.S. Attorney’s Office for the District of Wyoming has announced multiple recent federal sentencings, including cases involving drug trafficking, firearm offenses, illegal reentry and violations of public lands regulations.
Public Lands Violations
Boston Heil, 25, of Jackson, was sentenced to seven days in jail, with credit for two days served, for speeding, driving under the influence of alcohol and refusing to provide a breath test in Grand Teton National Park. Heil was also fined $980 and placed on two years of unsupervised probation. Additionally, under federal law, he is prohibited from operating a motor vehicle on federal lands for one year. Assistant U.S. Attorney Ariel Calmes prosecuted the case, and U.S. Magistrate Judge Stephanie A. Hambrick imposed the sentence on Feb. 5 in Mammoth.
Drug Trafficking Cases
Heather Kathline Harker, 33, of Torrington, was sentenced to 21 months in federal prison, followed by three years of supervised release, for distributing methamphetamine. Between January and February 2024, Wyoming Division of Criminal Investigation agents conducted multiple controlled purchases from Harker, totaling 132.72 grams of methamphetamine. She was indicted on Sept. 18, 2024, and pleaded guilty on Nov. 21. U.S. District Judge Kelly H. Rankin sentenced her on Feb. 5 in Casper. DCI and the Wyoming Highway Patrol investigated the case, and Assistant U.S. Attorney Z. Seth Griswold prosecuted it.
Firearm Offenses
Reginald Troy Perry, 52, was sentenced to 18 months in federal prison and three years of supervised release for being a felon in possession of a firearm. Perry was arrested on June 1, 2024, after Sweetwater County Sheriff’s deputies stopped a stolen U-Haul truck on Interstate 80 and discovered a .45-caliber handgun. Perry, a previously convicted felon, was indicted on July 18, 2024, and pleaded guilty on Nov. 15. Judge Rankin sentenced him on Feb. 4 in Cheyenne. Homeland Security Investigations, the U.S. Secret Service and the Sweetwater County Sheriff’s Office handled the investigation. Case No. 24-CR-00157.
Jesse Alexander Mostaert, 33, of Casper, was sentenced to 47 months and eight days in federal prison, followed by three years of supervised release, for being a felon and unlawful drug user in possession of a firearm and ammunition. Mostaert, a known figure in multiple drug conspiracy cases in Natrona County, was arrested on Feb. 8, 2024, after attempting to flee police while reaching for a 9mm handgun in his waistband. Officers also found methamphetamine, fentanyl and steroids in his possession. He was indicted on May 16, 2024, and pleaded guilty on Nov. 13. Judge Rankin sentenced him on Feb. 3 in Cheyenne. DCI and the Casper Police Department investigated, and First Assistant U.S. Attorney Stephanie Sprecher prosecuted the case. Case No. 24-00065.
Illegal Reentry Cases
Five individuals were sentenced for illegally reentering the United States after previous deportations and will be deported:
- Edgar Cruz-Miguel, 29, of Guatemala, was arrested in Teton County for driving under the influence and other traffic offenses on June 11, 2024. ICE determined he had been previously removed in February 2017. Judge Scott W. Skavdahl sentenced him on Feb. 5 in Casper. Case No. 24-CR-00141.
- Fernando Coeto-Arellano, 28, of Mexico, was arrested in Teton County on June 9, 2024, for DUI. ICE found he had been previously deported in September 2020. Judge Skavdahl sentenced him on Feb. 5 in Casper. Case No. 24-CR-00144.
- Luis Lopez-Romero, 38, of Mexico, was arrested in Jackson on Oct. 2, 2022, for failing to report a collision. ICE determined he had been previously deported in August 2013. Judge Alan B. Johnson sentenced him on Feb. 7 in Cheyenne. Case No. 24-CR-00143.
- Juan Torres-Flores, 40, of Mexico, was arrested in Jackson on July 16, 2024, for DUI. ICE determined he had been previously deported in June 2010. Judge Kelly H. Rankin sentenced him on Feb. 7 in Cheyenne. Case No. 24-CR-00142.
- Jesus Cervantes-Garcia, 31, of Mexico, was arrested in Jackson on Aug. 2, 2024, for contempt of court and a probation violation. ICE determined he had been previously deported in October 2019. Judge Johnson sentenced him on Feb. 7 in Cheyenne. Case No. 24-CR-00140.
