DUI: Controlled Substance, East Carlson Street, March 6, CPD
A 65-year-old Cheyenne man was arrested March 6 after police found him passed out in his vehicle.
A Cheyenne Police Department officer responded to a call on the 2000 block of East Carlson Street at about 8:03 p.m. When the officer arrived, they found the man slumped over the center console of his white Chevrolet HHR. The vehicle was running and his pants were down around his thighs.
Officers were concerned he may have been experiencing an overdose, so they called for an ambulance. When the man woke up, he was disoriented and refused to get out of the vehicle. Officers eventually pulled him out and placed him in handcuffs.
Medics attempted to speak to him, but he refused treatment. He also refused to perform standardized field sobriety tests. After being read his Miranda rights, the man agreed to speak with officers but refused to conduct a DRE evaluation. He also denied consuming any alcohol or narcotics.
A portable breath test showed he had a 0% blood alcohol content. However, officers found a bag of white powdery substance under his seat, as well as loose powdery substance in the same area. The man refused to comply with a blood test, but a search warrant was obtained and his blood was drawn.
He was arrested and booked into the Laramie County Detention Center on suspicion of DUI.
Disturbing the Peace, Dell Range Boulevard, March 6, CPD
A 34-year-old transient Columbus, Ohio, woman was arrested March 6 and faces multiple charges, including possession of marijuana and public intoxication, according to a Cheyenne Police Department arrest report.
The woman was arrested at 7:17 p.m. near the Sam’s Club gas station on Dell Range Boulevard. According to the report, two officers responded to a call there. The caller reported a woman throwing clothes out of a truck window and yelling at a man outside the truck.
When officers arrived, the woman refused to step outside the truck because it was cold, but eventually spoke with one officer on the passenger side of the vehicle. She told police she was upset with the man because he took $700 from her, but she did not know how he took it. She also said she had been sick and she had taken Nyquil earlier in the day. She told police that she and the man were friends and she had joined him on a road trip because he was working delivering parts for a racing company.
The man told police he and the woman had been traveling for his work for the past week. He said the woman had asked him to transfer money into his account because she did not bring her debit card. He said that after he made the transaction, she started “freaking out” and throwing clothes out the window.
He said the woman was homeless in Ohio and he had let her come with him because he felt bad for her. The man said she had been acting erratically since the first day of the trip and he believed she was on crack or another narcotic. Police were told the woman was not supposed to be in the truck because she did not work for the company.
Officers gave the woman the option to stay in the truck with the man and continue to Columbus, Ohio, or to leave the truck and go to the homeless shelter or jail. She became erratic and started yelling at the man, a booking sheet states. The man wanted her out of the truck because they were not in a relationship or co-workers and she did not want to cooperate with him.
Officers asked the woman to exit the truck and go to the homeless shelter, but she refused. They then asked her to exit the truck again, and she passively refused. An officer grabbed her left arm and told her to get out, and she did. The woman became even more erratic and attempted to walk away from the scene. Officers placed her in handcuffs and took her to the Laramie County Detention Center.
Officers searched her belongings and found two suspected THC vapes and a makeshift smoke pipe made from a pen. She was charged with possession of marijuana, public intoxication, disturbing peace and property and refusing to obey.
