Drug Possession and Theft, Dell Range Boulevard, March 11, CPD

A 31-year-old Cheyenne woman was arrested on March 11 on charges of shoplifting, drug possession and interference with a peace officer.

The arrest occurred at 7:41 p.m. at Target on the 1700 block of Dell Range Boulevard. Cheyenne Police Department officers were conducting a shoplifting suppression operation with the department’s Crime Prevention Team at the time, a booking sheet states.

According to the police report, an officer working undercover saw the woman conceal items in her purse. She walked past the final point of sale with over $300 worth of unpaid merchandise.

A uniformed officer told the woman to stop, but she ran and tried to enter a vehicle. Officers then arrested her. During a search of her purse, officers found suspected methamphetamine pipes with burnt residue and suspected fentanyl pipes with burnt residue.

She was taken to the Laramie County Detention Facility.

Resisting Arrest, Livingston Avenue, March 11, CPD

A 39-year-old Cheyenne man was arrested March 11 on charges of shoplifting, interference with an officer and resisting arrest.

Cheyenne Police Department officers responded to a report of shoplifting at 5:08 p.m. at Walmart. Dispatch informed officers the suspect was in a white Ford F-150. A responding officer saw a vehicle matching that description and followed it. Another officer stopped the truck at the corner of Ridge Road and East Pershing Boulevard.

When the first officer contacted the driver, a Walmart bag was clearly visible in the front passenger seat. The man refused multiple requests to roll down his window more than a few inches and was uncooperative, a booking sheet states.

Due to the traffic conditions and the suspect’s non-compliant behavior, officers ordered him to exit the vehicle. An officer opened the driver’s-side door, grabbed the man’s left wrist and used a wrist lock to gain compliance, the document states. The man complied with orders to unbuckle his seatbelt and exit the vehicle.

Once outside, he began to pull away, became verbally combative and said he was being illegally detained. As officers attempted to escort him to the sidewalk, he continued to resist, and officers used pain compliance techniques.

Another officer spoke with Walmart’s loss prevention staff and was told the stolen items were LEGO sets in small green boxes. A search of the man’s vehicle revealed four LEGO sets in small green boxes. Officers also found an action figure and a receipt in the Walmart bag, but the receipt did not include the LEGO sets.

The man repeatedly refused to provide his name to officers. He was handcuffed, searched and taken to the Laramie County Detention Center.

Public Intoxication, East Lincolnway, March 12, CPD

A 27-year-old transient Cheyenne man was arrested March 12 on charges of public intoxication, interference with an officer and disturbing the peace.

Police were dispatched to the 2200 block of East Lincolnway at 6:49 p.m., but the suspect had left. Dispatch advised that the suspect was wearing a dark blue hoodie.

An officer contacted the suspect at East 12th Street and Fremont Avenue. As the officer approached, the suspect ran away. Officers found him at East 12th Street and Hotsprings Avenue. He told officers he ran because he was scared, a booking sheet states.

The man had bloodshot and watery eyes, slurred speech and an odor of alcohol.

Officers returned to Culver’s, where employees reported they had asked the man to leave several times but he had refused.

He was taken to the Laramie County Jail, where he took a breathalyzer test and blew a 0.31 blood-alcohol content. He was then transported to Cheyenne Regional Medical Center for jail clearance and subsequently taken back to the Laramie County Jail.
