CASPER, Wyo. — A man accused of two felonies connected with the theft of a vehicle from the Casper area, allegedly told investigators that he and a juvenile had wanted to “do hoodrat s**t,” when questioned about the incident.
An affidavit filed by the Casper Police Department, 21-year-old Stirling Foster of Casper was arrested on May 26th, 2020. At a subsequent initial appearance he was charged with felony Theft and felony Conspiracy to Commit Theft.
Casper Police say on Sunday, May 24, 2020, officers responded to a vehicle theft near the 3100 block of Middle Springs Road in Casper. Upon arrival, officers reported speaking with the victim who stated they believed their vehicle had been stolen sometime during the early morning hours.
“A citizen at Alcova Reservoir, spotted what he believed to be the stolen vehicle,” Casper PD officials said earlier this week. “This citizen approached the occupant who then abandoned the vehicle, entered a separate vehicle and left with three other individuals, two of which were juveniles.”
The keys were reportedly left with the vehicle, when the suspect abandoned it, before fleeing the area. Law enforcement says they were able to quickly stop the suspect vehicle on its way back to Casper. All occupants were then interviewed by the Casper Police Department.
During those interviews it was indicated that Foster and one juvenile had been taken to an area west of Robertson Road on the morning in question, and were dropped off. Both Foster and another adult, who was interviewed in the case, said that Foster and the juvenile had wanted to “do hoodrat s**t.”
Foster is reported to have told officers that “hoodrat s**t” meant car hopping, which Foster is said to have explained as going into cars and looking for items to steal. Police report that Foster told them that while entering vehicles, Foster discovered the keys were left in the vehicle in question, and Foster took the vehicle.
The adult questioned said that they rendezvoused with Foster and the two juveniles at a Casper restaurant parking lot. At the time Foster was described as driving a vehicle matching the one in the case.
The affidavit goes on to say that Foster indicated to police that he intended to use the vehicle to drive to Montana in order to make a fresh start.
Foster was arrested and transported to the Natrona County Detention Center without further reported incident. He was given a bond amount of $5,000 cash or surety, during a Natrona County Circuit Court hearing.
All of those cited or arrested are presumed innocent until convicted in a court of law. Charges are subject to change following official filings from the Natrona County District Attorney’s Office.
