CHEYENNE, Wyo. — Liquor license renewals and the city’s Parks and Recreation Master Plan are up for discussion at the Cheyenne City Council’s regular meeting tonight.
The council will meet at 6 p.m. in the Council Chambers at the Municipal Building, 2101 O’Neil Ave. Detailed supporting documents are available on the city’s website. The meeting is open to the public and will be livestreamed on YouTube.
The council is set to host several public hearings regarding liquor licenses. Those include a hearing for a retail liquor license transfer of location for F & G Corp., doing business as The Green Door, which is moving from 301 E. Lincolnway to 255 Storey Blvd. There will be a public hearing for the renewal application of The Green Door at its new proposed location.
The council will also hear public comment on restaurant liquor license applications for Frontier Trampoline Park at 3501 E. Lincolnway, Suite B, and Thompson-Weaver LLC, doing business as Parkway Pizza, at 3753 E. Lincolnway B-6.
The council will consider a consent agenda item to approve annual renewal applications for other existing city liquor licenses as well. The applications were sent to the city’s Finance Committee after the council’s Feb. 24 meeting.
Up for consideration is a resolution to certify the Cheyenne Parks and Recreation Master Plan 2025. The plan is intended to guide decisions for the city’s parks, trails, open spaces and recreation assets for the next 10 years. The plan’s themes are Active Year-Round, Meeting More Needs, Celebrating Community Culture and Place, Environmental Stewardship and Align and Expand Funding.
The plan was sent to the city’s Public Services Committee after the Feb. 24 council meeting.
Other business before the City Council includes the third reading of an ordinance repealing the provisions for the Paid On-Street Parking Districts program of the Municipal Code. The council will also consider the third reading of an ordinance amending the Unified Development Code to remove the land use term “Work Camps” and prohibit their establishment within the city.
There’s a first reading of an ordinance that would amend the Official Zoning Map for land southwest of the intersection of Wild Bluff and Ogden Road. The proposed change would reclassify the zoning from MR Medium-Density Residential to NR-2 Neighborhood Residential – Medium Density.
The council will also consider several resolutions on its consent agenda. These include a resolution appointing successor trustees to the City of Cheyenne Health Benefit Trust, a resolution seeking to grant an exception to the “201 Agreement” for property south of High Plains Road and west of South Greeley Highway, and a resolution to authorize the mayor and city clerk to sign a final plat for Harmony Valley 5th filing.
The council will consider a resolution approving water and sanitary sewer service by Outside User Agreement for Thunder Basin Land Co. LLC for land south of High Plains Road and west of South Greeley Highway.
The agenda includes several leases, contracts and legal agreements for consideration. These involve a cooperative agreement with the Wyoming Department of Environmental Quality for a Clean Water Act grant related to the Kiwanis Park Trail and Constructed Wetlands Project. Another agreement is with Great Western Installations Inc. for the Optimist Park – Playground Design and Installation.
The council will consider an agreement with Local 229 of the International Alliance of Theatrical Stage Employees for production services at the Cheyenne Civic Center as well.
Approval of the 2025–2026 Collective Labor Agreement between the City of Cheyenne and Cheyenne Firefighters, Local Union No. 279 is also on the agenda.
