Man arrested in 2016 Methamphetamine case

CHEYENNE, Wyo. – A 52-year old man was arrested by law enforcement and now faces a felony drug charge stemming from a 2016 Methamphetamine Conspiracy case.

According to obtained court papers, John Riggans made his initial appearance in Laramie County Circuit Court on Friday, August 7th, 2020 to hear the felony charge of Conspiracy to Manufacture, Deliver or Possess Methamphetamine read to him.

Riggans is the second person associated with Martin Stenger of Cheyenne, Wyoming, who was sentenced on June 19, 2017, for conspiracy to distribute 500 grams methamphetamine to face charges in the last week.

Judy Ingram was read a Methamphetamine Conspiracy charge in Laramie County Circuit Court on August 4th, 2020 where she was also accused of helping Stenger distributing methamphetamine throughout Wyoming.

Officials with the Wyoming Division of Criminal Investigation, otherwise known as DCI, say that investigators obtained permission to intercept communications on Stenger’s phone and began doing so in June 2016.

During the interception of Stenger’s phone, agents heard multiple communications between himself and Riggans where the sale of Methamphetamine was discussed in September of 2016 according to supporting court papers.

Investigators say that Stenger identified Riggans from a photo during a 2017 interview with authorities. According to law enforcement, Stenger is reported to have said that Riggans would help arrange for the sale of meth to other people.

“Stenger had several people located in Wyoming distributing the Methamphetamine for him. Riggans would arrange for people to purchase from Stenger,” DCI agents stated in the affidavit.

If convicted Ingram could face up to 25 years in prison and or a fine of up to 25k.


All of those cited or arrested are presumed innocent until convicted in a court of law. Charges are subject to change following official filings from the Laramie County District Attorney’s Office.
