CASPER, Wyo. — The Wyoming Department of Education is asking the public to comment on proposed changes to rules in two chapters pertaining to Wyoming Statute 21-12-105 and W.S. 21-13-337: Career and Technical Education.
Chapter 36 is titled “Career and Technical Education Program Grants” and Chapter 37 is titled “Vocational Education Funding Eligibility and Adjustment to the Foundation Program Formula.”
Public comment may be submitted online or by email until Sept. 18, according to a July 31 WDE press release. All public comments will be recorded verbatim, including the submitter’s name and city of residence, on the Secretary of State’s website.
Analysis of enabling statutes and local district and department practices regarding vocational education funding eligibility has led the WDE to propose amending Chapter 36 of the Department of Education Rules and repealing Chapter 37, in which many of the rules, practices and procedures referred to are housed in several other units of WDE, according to the department’s statement of reasons.
Revisions to Chapter 36 clarify language and change the following components:
- Correct the name of the program from career-vocational education to Career and Technical Education to reflect the updated statutory language
- Remove unnecessary definitions
- Correct award amount to align with W.S. 21-12-105
- Update the grant award amount to $200,000 to reflect the statutory award amount
- Update the first year of the grant award to not exceed $150,000
- Insert new eligibility requirement regarding school districts that receive funds under W.S. 21-13-337
- Describe the duties and responsibilities of the review team
- Update the application process for the Wyoming Demonstration Project grant from the request for proposal process to a competitive application process removing unnecessary barriers. This will standardize the application processes across Career and Technical Education federal and state grants
Proposed changes to Chapter 37 repeal the entire chapter from the Department of Education Rules.
“Many of the rules, practices and procedures referred to in this Rule are housed in several other units of WDE,” reads the WDE statement of reasons. “The proposed repeal will eliminate redundancy and the possibility of contradiction in rules, practices and procedures within the WDE.”
