Cheyenne man pleads no contest to strangulation, domestic battery charges

The plea agreement argues for deferral after 3 years probation

CHEYENNE, Wyo. — On June 24, Kallaghan Samdal, 24, pleaded no contest to charges of strangulation and domestic battery. The incident occurred on Dec. 28, 2023, and involved Samdal’s boyfriend. The sentencing is scheduled for Sept. 16.

Assault Details

Deputy Funari of the Laramie County Sheriff’s Department reported being dispatched to Cheyenne Regional Medical Center on Dec. 28 at approximately 1:58 a.m. The victim was treated for several injuries including fractured ribs and a punctured lung.

The altercation began with a verbal argument at their residence on Draper Road. The argument escalated into physical violence when Samdal pushed his boyfriend to the ground and struck him multiple times. The situation worsened as Samdal strangled him, making it difficult for the victim to breathe.

After freeing himself, the victim was unable to stand. While still on the ground, Samdal continued the assault by kicking him in the chest, left side and back. The victim managed to escape and seek medical attention at the hospital, according to a police affidavit of probable cause.

Samdal faced three charges: strangulation of a household member, aggravated assault and battery and domestic battery. Under a plea agreement, Samdal pleaded no contest to the first and third charges. The second charge will be dismissed at sentencing.

Plea Agreement Terms

The plea agreement includes specific recommendations for sentencing:

  • Count I: A deferral with three years of supervised probation.
  • Count III: Time served; Samdal was arrested Jan. 3.

The penalties for the felony strangulation charge include up to 10 years in prison and a $10,000 fine. The misdemeanor domestic battery charge carries penalties of up to six months in jail and a $750 fine.
